In this product lineup elf is giving us eight shades for $8 each. You get 0.07 oz or 2 grams of product. When it comes to where to buy them, you can find them on Amazon and elf’s website, as well as Walmart and Ulta. The release date was January 2024.
elf claims that these pens are a three in one product that acts as a plumper, gloss, and balm. They should have a cooling tingle along with lip-loving ingredients that provide moisture and visible plumping. They feature a sheer wash of color, glossy shine, smooth-glide formula and a non-sticky finish.
The key ingredients that are included to bring hydration are blueberry fruit extract, watermelon extract, and pomegranate fruit extract.

Below you can see swatches and the shade names of all eight shades. You can see the differentiation in each sheer color as well as the glossy shine. There is a bit more pigmentation here than with the elf Glow Reviver Lip Oil and perhaps more than you were expecting! It is sad the red shade is such a sheer pink after seeing the strong plum.

Review
I am excited to write this elf Pout Clout Lip Plumping Gloss review as I have been covering this brand since the start of my career. I will start with the pigmentation. You absolutely get a sheer wash of color that is more punchy than a standard lip gloss! These are excellent worn on their own, or, paired with a lip liner. I do recommend the elf Cream Glide Lip Liners.
The formula itself is on the thick side, which lends it to be a tad bit sticky. This, in turn, causes the product to bunch up on the inner lip. The bunching itself is not that severe due to the sheer pigment. You can layer the product up without much trouble.
You will get a gentle cooling sensation that is reminiscent of mint, but, no tingle. The sensation lasts for as long as you wear the product. It does fade over time, but, not completely. I can see some visible plumping – nothing too wild or over the top.
The overall look is essentially a lip gloss in a stick form. You do get glossy shine, but, a standard lip gloss would deliver more. Due to the glossy nature these are not meant to be long wearing. Feel free to re-apply them as needed. Here is a breakdown of their performance:

I do appreciate the mess-free packaging and application. Since they are click pens, be sure to only click up as much as you need. You cannot retract them if you push up too much.
They never dry out the lips or get chunky. Rather, they feel conditioning on the lips during wear and after removal. They smooth over lip lines nicely. If you tend to dislike matte products for emphasizing lines and dryness, these are a good alternative. The pens really set themselves apart from the competition by being able to deliver shine, hydration, and awesome key ingredients at a fraction of the cost.
If you are a glossy lip gal then you will love these. They are also great for toned down makeup looks. elf has never done a product like this before. They are doing a good job, but, I would like to see a bit more shine with less thickness and tackiness.
