First, I will discuss where you can buy the liners. For access to all seven shades, you need to shop elf’s website. Amazon and Ulta offer six shades, while Walmart has five, and ASOS has four. The price of drugstore makeup can vary by retailer, but these average $4 each.
In short, these are considered to be 2-in-1 lip liner pencils that can be used to sculpt and/or fill in your lips. Which, you can accomplish with any pencil.

Review
For starters, I find the finish to be 100% matte, not semi-matte. Luckily, they feel smooth on the lips and never get dry or crusty. They do glide over your lips easily without tugging or skipping. The triangular tip is highly innovative and great for precise work!
Since I have never met a lip liner that I disliked, I tested these by wearing them as my lip color one day. They are long-lasting, as the formula has virtually little to no transfer. You do get full pigmentation in one swipe. I am also pleased by the shade range. The seven starter shades should match a lot of lip colors, and I do hope to see them expand on the range.
If you are in the market for a new lip liner, you will not be disappointed by these! The 2-in-1 claim is a bit silly since any lip liner can be worn as a lip color. You should feel confident using these to line, to fill and to wear on their own, or to wear as a base to another lip color. A lot of beauty gurus like to wear these as a base for the elf Glossy Lip Stain line, and I agree that they are beautiful for that!
