I have been reviewing elf Cosmetics since the start of my influencing career, and these are new for the brand that used to struggle with eyeshadow. Back in the day they did offer duos that were alright, and lackluster palettes. Never any toppers. elf has come a long way with their eyeshadow formula.
First, I love the look of the packaging! It is easy to use and gorgeous. If you are like me and you do not tend to gravitate to single eyeshadows in favor of palettes, I recommend that you keep a few of these close by on your vanity. The packaging is sleek for storage and travel. You probably do not need to buy all of the shades, but more so the ones that will be the most functional for you.
I find that these are sheer, just as elf claims. What I mean by this is, they do not have much of a base color. This makes them ideal to wear as toppers, the ultimate finishing touch for your eyeshadow look. Of course, you can wear them alone. The color will not be as impactful, but the shine of the glitter will still pop.
I recommend applying these with your finger to get maximum intensity. Another good option would be a sponge tip applicator. For a more sheer look, you can opt for a brush, such as a flat eyeshadow brush. While you can apply them wet, which is a great tactic to make glitter more intense, that really is not necessary with this formula.
My favorite way to wear these is as a topper over my entire eyelid right at the end of my eyeshadow look. I always use my finger to pat them on.

In terms of eye primer, I recommend using primer with any and all eyeshadow. However, if you would like these to stick to a particular area, I recommend a sticky primer. My favorite primer to eliminate glitters, shimmers, and metallics from moving around is the Nyx Glitter Primer. These are going to move around the eyelid some without a sticky primer, but this is to be expected due to the nature of the product. This is not a negative, especially when worn as a topper.
Some of the eyeshadows feel drier than others, which indicates some inconsistency in the formula. The most dry is Pop Off Pink. The dryness does not inhibit application or wear, but is something of note.
