They have a lot in common, so I will start with the similarities. Both claim to smooth the skin and minimize appearance of pores with a translucent, matte finish. They feature squalane as the key ingredient to hydrate the skin. Additionally, they should grip makeup for long-lasting wear designed for all skin types, and even the color is the same.
The primers do diverge on packaging. The original comes in a pot, where you get 0.74 oz for $10, while the liquid comes in a $10 squeeze tube with 0.94 fl oz. elf has differed the explanation on the formulas as well. They say the original has a velvety texture, while the liquid is more lightweight with a silky texture. It is notable when considering these primers that the liquid is silicone based, while the potted is water based.
When it comes to application, each should be applied evenly to the face and given 30 seconds to dry down and set. You may use their Putty Primer Brush and Applicator with either of these, but a patting motion is best when using your fingers. The original putty is also marked for use on the eyelids.

I have severe pores on and around my nose. The original putty fills about 90% of them, while the liquid will not fill them at all no matter what I try. The liquid also zaps the life out of dewy foundations, which is not a problem with the original. At the end of the day, each exhibit normal wear and tear. The liquid allows some oils to come through on the t-zone, as I have combination skin. The original allows more pronounced oils through.
I think both of these might extend wear time slightly. Based on these results and my skin type, it makes the most sense to use the original on my nose, and the liquid on the rest of the face. The potted putty fills the most pores, up to 90% on the worst of skin. I cannot get the liquid to fill any pores, but it makes a good general base.
