I will start with where you can find this primer. Most retailers that carry elf should have it, including Amazon, Ulta, Target, and Walmart. It comes in a 0.811 fl oz tube with a pump. There is also a travel-friendly elf Power Grip Primer + Niacinamide Mini for $5 that contains 0.5 fl oz of product.
This is a gel-based primer with a sticky finish that is designed to grip makeup for long-lasting wear. The formula contains 4% niacinamide to even out skin tone and to brigthen to ultimately reduce dullness. It should give you skin a dewy, glowing finish. The product is translucent for wear on all skin types and tones. All of elf’s formulas are 100% vegan and cruelty free.
To apply all you have to do is to apply an even layer before makeup application by using your fingertips to pat the product in. Allow the primer 30 seconds to set.

Review
I like to use my fingers to spread the product over my face, then pat to work it in. The heat of your fingers really helps to press the primer in. I find that the finish is sticky and tacky for gripping makeup, but it is by no means glue. I can see a slight level of a dewy, glowing finish without the presence of glitter or shimmer.
In order to see a change in skin tone, you would have to use the primer for an extended period of time. Makeup applies normally over top.
Much like my remarks in my elf Power Grip Primer review, I find that the Niacinamide version on oily skin does allow oils through in the t-zone. This primer does not necessarily extend wear time. If you wear it with a foundation that does not hold up the best, it will not improve it. Wearing it with a decent foundation yields suitable results.
