It is beginning to look like once a year elf will give us a super sweet makeup collection! You might recall Mint Melt that was released, and reviewed by me, in 2021. It has that sweet tooth meets ice cream vibe, as does this new elf Cookies ‘N Dreams lineup. For 2022 we are focusing on cookies and cream, which still incorporates ice cream and delicious scents, but this time with an icy blue undertone instead of minty greens. I have the entire collection and I am doing swatches, star ratings, in-depth reviews, and two makeup looks.

elf Cookies ‘n Dreams Collection
Where to Buy the Collection
Before getting into the products, we will discuss where you can buy elf Cookies ‘N Dreams. This collection is available on elf’s website and in Walmart stores on the actual permanent elf counter. I noticed that Walmart kept Mint Melt for an entire year on the counter, then clearanced the items out in favor of Cookies ‘N Dreams. I expect this collection to stay around for this year, then we will see what 2023 has to offer. Now, onto the individual items!
Cookies ‘N Dreams Milkshake Overnight Mask
First is the Cookies N’ Dreams Milkshake Overnight Mask. This mask has a nice, creamy texture that makes me think of crushed up Oreos. I am personally not a fan of overnight masks, and while this will work fine, I use this as a wash-off. It definitely hydrates the skin, leaving it feeling soft and smooth. This mask is easy to apply, and to wash off, plus the scent is a dream.
Claims: This mask should nourish and hydrate the skin. It features a rich, creamy texture that can be used overnight or as a wash-off. It is fine for all skin types. The key ingredients are shea butter, hyaluronic acid, and jojoba beads. You are to apply an even layer on your clean face and neck. Allow it to sit for 10 to 15 minutes and then rinse, or use it as the last step in your night skincare routine to wash off in the morning.

Cookies ‘N Dreams Lip Gloss
Second are three shades of Cookies ‘N Dreams Lip Gloss. All of these glosses are super shiny, but they are not sticky or heavy on the lips. I will say that they are incredibly sheer and do not necessarily build, as the claims suggest. Cream Come True and Brain Freeze look absolutely clear on the lips, while Cookie Dreams offers little pigment. They do feel nourishing on the lips, and I recommend layering them with other lip color.
Claims: These lip glosses should nourish and hydrate the lips. They feature subtle, buildable color with a non-sticky, high-shine finish. You can wear them alone or over another lip color.

Cookies ‘N Dreams Single Scoop Sponge
Third is the Cookies ‘N Dreams Single Scoop Sponge. elf’s permanent sponge line is perfectly good, and this sponge is no different. The shape is great for covering the entire face with foundation, while also getting into smaller areas with concealer. This sponge is so soft and squishy before you even wet it, which is a good sign of quality. Plus, this sponge looks pretty on your vanity.
Claims: This sponge offers a streak-free application and effortless blending for a flawless complexion.

Cookies ‘N Dreams Just the Cream Putty Primer
Fourth is the Cookies ‘N Dreams Just the Cream Putty Primer. If you are a fan of the original Putty Primer, then you will be relived to hear that this is 100% that primer. The only difference is the added cookies and cream scent, plus the color is more white-toned than the original pale pink. I have reviewed all of the elf Putty Primers already, so you can check that out for the details. We all know this primer works!
Claims: This primer grips makeup for all-day wear and a flawless finish. Squalane provides hydration. Your skin will have a smooth, velvety texture for makeup to glide over.

Cookies ‘N Dreams No Budge Eyeshadow
Fifth is four shades of Cookies ‘N Dreams No Budge Eyeshadow. I am a huge fan of their no budge eyeshadow sticks! A full review of the line will be coming from me, so I do not want to go crazy here. What you need to know is that these apply easily, and you get enough time to blend and to work with them before they set. The pigmentation is insane and much stronger than eyeshadow powder. These do last all day with no fading or creasing!
I am docking one star because my Sweet Cream does not work. I can hardly get it to produce color, which is super frustrating, as white holds a lot of potential. The other three shades are perfection. Everyone needs a good periwinkle blue in their collection, hello Chill Zone!
Claims: These eyeshadow sticks provide long-wearing color that is creamy, blendable, and stays put. You can wear them alone or along with your favorite eye color. The package features a twist-up design with a built-in sharper.

Next is the Cookies ‘N Dreams Brush Set. All of elf’s brushes exemplify top-notch, affordable quality that will last for years, and these brushes are no different. They will look nice on your vanity and be completely functional.
Claims: This trio is designed to effortlessly apply and blend eyeshadows. It contains a flat brush, a blending brush, and an eye contour brush.

Cookies ‘N Dreams Cookie Crumble Lip Exfoliator
Here is the Cookies ‘N Dreams Cookie Crumble Lip Exfoliator. elf has a brown sugar exfoliator that I love for its rough texture. They offer others that were released after brown sugar, and I find that the formula melts away quickly, so you do not get bang for your buck. That is the formula they are using here. You get less of an exfoliation with all of the nourishing filler, and this product is sure to melt away fast. I wish they replicated the brown sugar formula here.
Claims: This lip exfoliator should provide gentle exfoliation to reveal smooth lips, with a hydrating and nourishing formula. The key ingredients are Vitamin E, shea butter, avocado oil, grape seed oil, and jojoba oil.

Cookies ‘N Dreams Eyeshadow Palette
The last item in the elf Cookies ‘N Dreams collection is the Eyeshadow Palette. This palette does produce a fair amount of kick-up in the pan, but each shade applies easily to the eye and blends well. You do have to build the pigment up, but the process is fast and easy, as compared to some other drugstore palettes. The swatches came out very nice! This palette pairs well with the shadow sticks, and you do get a nice option for the crease and brow bone. You can use the metallics and shimmers wet or dry. There are no shade names or numbers.
Claims: This Cookies ‘N palette contains a mixture of mattes, shimmers, and metallics. Each shade should be smooth, ultra-pigmented, blendable, and creamy to apply.

To recreate the eye look, start by setting the eyelid with shade 1. Next, apply shade 6 to the crease and long the lower lash line. Then, apply shade 5 to the inner third of the eyelid. Now, apply shade 4 to the rest of the eyelid. Deepen the outer third of the eyelid with shade 8, and connect it to the lower lash line. Finish the look by highlighting the brow bone and inner corner with shade 3.
Since the lip gloss wears clear, I layered it over a brown lip liner pencil.
Look #2: Eyeshadow Stick
For the second look, I am showcasing the power of the eyeshadow sticks. I copied the bold, blue wing eyelid from elf’s promotional pictures. Since my white shade will not work, I went back to the palette to blend the brown shade in the crease for definition, and to highlight the brow bone.
Here I am wearing the Brain Freeze lip gloss on my bare lips.

To summarize the elf Cookies ‘N Dreams collection, these products are super pretty to wear and to put on display, while they all smell divine. Nearly all of these products work extremely well and meet their claims, as elf almost consistently delivers top quality products. I enjoy how these themed collections add colors to our stashes that we may not think to grab otherwise, like those icy blues and minty greens. As a collector, you can enjoy several items here.
